Is fedex, ups, and other shipments considered mail?

I bought something online, and it was not delivered to my house, but to a house a few houses down the street from me. I believe the fedex person sent it there by mistake, but the woman who lives at the house may have accepted it, and knowingly took something that does NOT belong to her. Could I bust her for mail fraud? Is the USPS the same as UPS, FedEx, etc.?
