Somebody advertised a part incorrectley (knowingly) and screwed me. what can i do?

i bought and intercooler(car part) online from a fourm. using paypal. well the guy advertised the part as the $650 one from a canadian company, looked like it too. now it was really a $350 crappy/asian made part from ebay. now its been way more then 45 days so i dont think i can dispute it with paypal. i have the guys phone number and address. but i texted him and he said i dont know what your talking about. but i know its him. cause i texted him when i bought it. well what can i do? help please?
